Medical Director Procurement, Commissioning and Facilities (PCF)

Permanent – 40hrs per week

NHS Consultant Salary Scale up to £107,170 per annum
(Responsibility fee of £13,215 per annum & an attractive relocation package)

Location: Edinburgh/Glasgow

Medical Director for Specialist Services in Scotland, within the Procurement,
Commissioning and Facilities (PCF) Strategic Business Unit in NHS National
Services Scotland is being advertised in anticipation of the retiral of the
present incumbent in late summer 2019. It is expected the successful
candidate will be appointed and take up post in early summer 2019 and will
have time to engage with clinical and management colleagues across the
wide portfolio of activities that the PCF Medical Director will lead and support.

The PCF Medical Director has responsibility to provide assess, develop and
performance manage a range of specialist healthcare and technical services
to improve the health and wellbeing of the people of Scotland. By engaging
and providing clinical leadership and advice across the SBU, and NHS NSS
to ensuring governance standards are met.

The post involves leading and driving clinical effectiveness, supporting and
demonstrating improvements in performance and outcomes and managing
concerns across the portfolio of services, programmes and other solutions
provided by PCF Strategic Business Unit, working within the governance
arrangements of NHS National Services Scotland. The PCF Medical Director is
responsible for a small medical team including the National Medical Adviser,
and a Consultant in Public Health Medicine responsible for National Planning. The post-holder will also provide professional support to other clinical staff employed within PCF (Nursing, Pharmacy, and Healthcare Scientists).

Reporting to the PCF Director, the Medical Director will be a member of the
PCF Senior Management Team and of the National Specialist & Screening
Directorate (NSD) SMT. Professional Accountability is to the NSS Executive
Medical Director. The post-holder will have regular contact with Chief
Medical Officer Scotland and other senior leaders at Scottish Government.
Personal work objectives are agreed in line with the PCF and National
Specialist & Screening Directorate work programmes, agreed in national
committees, including National Specialist Services Committee and National
Planning Board.

The successful candidate will have significant experience at senior clinical
leadership level in medical management in a healthcare environment and
will have the personal credibility and interpersonal skills to lead and deliver in
a politically sensitive and demanding role. This will require strong professional leadership along with excellent influencing and persuasion skills to engage with key stakeholders across NHS Scotland and in Scottish Government; for the range of national clinical activity in Specialist Services, Screening Programmes, Managed Clinical and Diagnostic Networks, and National Planning; to maximise the potential impact of the services we deliver.
